MANILA, Nov. 2, 2026 — Motorists using gasoline faced a price increase of as much as P3.50 per liter from Tuesday, Nov. 3, while diesel and kerosene became cheaper, based on adjustments announced by the Department of Energy (DOE) on Monday.

Diesel was cut by P1.00 per liter and kerosene by P1.90 per liter for the week of Nov. 3 to 9. Major retailers including Petron, Shell Pilipinas and Seaoil said they would apply the full adjustments at 6 a.m. on Tuesday, GMA News reported.

The DOE said the changes track global oil market movements tied to continuing developments in the Middle East that are affecting supply and prices.

The gasoline increase ends two straight weeks of rollbacks for the fuel, while diesel falls after two consecutive weekly increases. The previous week, gasoline dropped P0.30 per liter while diesel rose P1.20 and kerosene P0.50.

An industry source quoted by BusinessWorld and Manila Standard said diesel softened on an easier supply outlook helped by stock releases and exports from China and Russia, but regional gasoline supply stayed tight even after China released export quotas, and higher crude import costs weighed on refiners.

Pump prices remain far above levels seen before hostilities involving Iran and US-Israeli forces began on Feb. 28. According to DOE monitoring cited by Rappler, common Metro Manila prices in the week of Oct. 27 to Nov. 2 were P84.20 per liter for RON95 gasoline and P94.50 for diesel, compared with about P56 and P55 in the last full week before the conflict. GMA News put the year-to-date net increase as of Oct. 27 at P68.55 per liter for gasoline and P65.63 for diesel.

The DOE said national fuel inventory as of Oct. 30 could cover roughly 53 days of average demand.

What it means for consumers

Gasoline car and motorcycle owners will pay more this week, while diesel-dependent transport and kerosene users get some relief. Actual pump changes vary by retailer and location. Excise taxes on LPG and kerosene remain suspended under Executive Order No. 125; the relief does not cover gasoline or diesel.
